By the Resolution of the Cabinet of Ministers of Ukraine of December 16, 2022, No. 1392, “On Amendments to the List of Fields of Knowledge and Specialties in which Higher Education Applicants are Trained,” the Academic Council of the SUITT made a decision (Protocol No. 14 of 29.12.2022):

To continue the training of higher education applicants who have entered the SUITT to obtain higher education at the third (educational and scientific) and scientific level before the entry into force of the Resolution of the Cabinet of Ministers of Ukraine of December 16, 2022 No. 1392 “On Amendments to the List of Fields of Knowledge and Specialties in which Higher Education Applicants are Trained” (except for those that are being renewed), following the selected fields of knowledge and specialties.

The postgraduate program of the Odesa State Academy of Telecommunications named after O.S. Popov was opened in 1962. Until September 1, 2016, PhD students were trained in the following specialties:

Since September 1, 2016, the training of Doctors of Philosophy has been carried out by order of the Ministry of Education and Science of Ukraine dated 08.07.2016 No. 816 “On Licensing of Educational Activities at the Third Educational and Scientific Level,” which expanded the educational activities of the Odesa State Academy of Telecommunications named after O.S. Popov in the following specialties

051 – Economics (license volume – 13 people);
125 – Cybersecurity (license volume – 13 people);
151 – Automation and computer-integrated technologies (license volume – 10 people);
172 – Telecommunications and Radio Engineering (license volume – 41 persons).

The university’s postgraduate program opened in 2011. Until September 1, 2016, PhD students were trained in the following specialties:

05.01.02 – Standardization, certification, and metrological support;
05.11.01 – Devices and methods for measuring mechanical quantities.

Since September 1, 2016, the training of Doctors of Philosophy has been carried out by the Order of the Ministry of Education and Science of Ukraine “On Licensing of Educational Activities at the Third Educational and Scientific Level” of 10.06.2016 No. 655 and of 19.07.2016 No. 856, which expanded the educational activities of the Higher Educational Institution ” Odesa State Academy of Technical Regulation and Quality ” in the following specialties, respectively:

152 – Metrology and information and measuring equipment (license volume – 20 persons);
255 – Arms and Military Equipment (license capacity – 20 persons).

Doctoral studies

The doctoral program at the Odesa State Academy of Telecommunications named after O.S. Popov was opened in 1991. Until September 1, 2016, the following specialties were trained for the degree of Doctor of Science:

05.12.02 – telecommunication systems and networks;
05.12.13 – radio engineering devices and means of telecommunications;
05.12.17 – radio and television systems;
05.12.20 – optoelectronic systems;
08.00.03 – economics and management of the national economy;
08.00.04 – economics and management of enterprises (by type of economic activity).

The doctoral program at the Odesa State Academy of Technical Regulation and Quality was opened in 2014. Until September 1, 2016, the following specialties were trained for the degree of Doctor of Science:

05.11.01 – Devices and methods for measuring mechanical quantities.

Since September 1, 2016, the training of doctors of sciences has been carried out in the doctoral program, which was opened by clause 38 of the Procedure for the training of applicants for the degree of Doctor of Philosophy and Doctor of Science in higher education institutions (research institutions), approved by the Resolution of the Cabinet of Ministers of Ukraine of March 23, 2016, No. 261, by the decision of the Academic Council in the following specialties:

Until September 1, 2016, PhD and Doctor of Science candidates were trained by the List of Scientific Specialties approved by the Order of the Ministry of Education, Science, Youth and Sports No. 1057, dated September 14, 2011.

Since September 1, 2016, the training of Doctors of Philosophy and Doctors of Sciences has been carried out according to the List of fields of knowledge and specialties in which higher education applicants are trained, approved by the Resolution of the Cabinet of Ministers of Ukraine of April 29, 2015, No. 266 (as amended by the Resolution of the Cabinet of Ministers of Ukraine of July 7, 2021, No. 762).

History

The postgraduate and doctoral studies of the State University of Intellectual Technologies and Communications were established in 2021 based on the postgraduate and doctoral studies of the O.S. Popov Odesa National Academy of Communications and the Higher Educational Institution “Odesa State Academy of Technical Regulation and Quality.”
