The concept of educational activities of the university
1. The educational activity of the University is based on the Constitution of Ukraine, the laws of Ukraine “On Education”, “On Higher Education”, the basic principles of the Strategy for the Development of Higher Education in Ukraine for 2022-2023, approved by the Cabinet of Ministers of Ukraine on February 23, 2022 № 286-r and other regulatory acts.
2. The strategy of the University's educational activity is to create a national educational and scientific center for the training of higher education students in the field of intellectual technologies, cybersecurity, software engineering, electronic communications, radio technologies, quality, digital economy, marketing, management, public administration, social communications and international relations, capable of integrated application of knowledge, skills and acquired competencies both in the IT field and in all public sectors in the process of Ukraine's integration into the European space.
3. The purpose of the University's educational activities is to meet the demand of society for quality education, focus on the comprehensive training of applicants with sound technical and economic knowledge, capable of managing large-scale projects for the deployment of modern high-tech networks and services, integration into the world scientific and educational space, ensuring the quality of content, teaching technologies and educational outcomes, and the compliance of educational programs with international qualifications and standards.
4. Educational activities are based on the principles of humanism, democracy, priority of universal spiritual values, independence of the University's educational activities from the influence of political parties, public and religious organizations, equality of conditions for each student to realize their abilities, talent, comprehensive development, education of harmoniously developed, competitive specialists.
5. The training of students is carried out at the University according to the relevant educational programs at the following levels of higher education: initial level (short cycle) of higher education; first (bachelor's) level; second (master's) level; third (educational-scientific / educational-creative) level. The University provides training for the degree of Doctor of Sciences in accordance with the legislation of Ukraine.
6. The structure of the University's educational activities is based on the specialization of the main structural units: faculties - by field of knowledge; departments - by specialties and specializations; training at the University is carried out in the following forms or on the basis of their combination: institutional (full-time (day, evening), part-time, distance, dual.
7. Obtaining higher education at each level of higher education involves the successful completion of an educational (educational and scientific) program by a person, which is the basis for awarding the appropriate degree of higher education: junior bachelor, bachelor, master, doctor of philosophy / doctor of arts.
8. The university may use other forms of higher education and combine forms of higher education in accordance with the Regulations on the organization of the educational process in a higher education institution, as well as establish requirements for combining forms of higher education.
9. The University independently develops and approves educational programs by the decision of the Academic Council, taking into account the requirements for the appropriate level of higher education established by law and higher education standards. Educational programs that provide for the award of professional qualifications must ensure compliance with the requirements of the relevant professional standards (if any), unless otherwise provided by law.
10. Forms of organization of the educational process and types of classes are determined by the Regulations on the organization of the educational process. The main forms of the educational process are: classes, independent work, practical training and control measures. The main types of classes in higher education institutions are: lecture, laboratory, practical, seminar, individual lesson and consultation.
11. The staffing of the University is carried out in accordance with the licensing conditions for the implementation of educational activities and the requirements for accreditation of educational programs in accordance with the fields of knowledge, specialties and specializations in which educational activities are carried out. The quality of staffing is ensured through internships, advanced training of academic staff, organization of their training in educational centers of business structures, production sphere, state educational and research centers and institutions.
12. National education shall be carried out by ensuring cultural and spiritual development of the individual, education in the spirit of patriotism and respect for the Constitution of Ukraine; formation of national worldview positions, ideas, views and beliefs based on the values of national and world culture; formation of the need and ability of young people to live in civil society, spirituality, physical perfection, moral, artistic and aesthetic, labor and environmental culture.
13. The creation of a system of continuous education is realized through the creation of integrated curricula and programs of postgraduate education; introduction and development of dual and distance education.
14. The educational process at the University is focused on the formation of an educated, harmoniously developed personality capable of continuous updating of scientific and professional knowledge, academic mobility and rapid adaptation to changes and developments in the socio-cultural sphere, in the fields of engineering, technology, management systems and labor organization in the digital economy.
15. The training of higher education applicants focuses on the use of information and communication technologies in the educational process, which is realized through:
informatization aimed at meeting the educational information and communication needs of participants in the educational process;
creation of electronic textbooks and multimedia teaching aids, computer simulation modeling and creation of virtual laboratory classes;
use of information resources of global information and educational networks, application of modern domestic and international IT learning platforms, introduction of e-learning management;
the use of international educational and training online training grounds, training portals of equipment manufacturers, IT technology and software developers, and specialized cyber laboratories;
university electronic communications networks, local educational computer networks, cloud data center, digital libraries, repository of final qualification works at all levels of higher education, dissertation research, scientific papers, university digital library.
16. The combination of education and science is carried out through the development of education on the basis of the latest scientific and technological achievements, involvement of leading scientists and specialists from various sectors of the economy and business in the educational process, fundamentalization of education, intensification of research.
17. The monitoring and use of foreign experience is carried out through joint research, cooperation with international funds, international scientific conferences, seminars, symposia, educational and scientific exchanges, internships and study abroad for higher education students, teaching and research staff, implementation of double degree programs with leading world universities.
18. The means of realization of the goals of educational activity of the University is the functioning of the internal system of quality assurance of higher education and educational activities, compliance with the standards of higher education for each educational level (program) within the specialties, ensuring equal access to higher education, improving the quality of educational services through: continuous improvement of curricula, educational process and methods of knowledge control, advanced training of pedagogical and scientific-pedagogical, research staff. The system of quality assurance of higher education at the University operates in accordance with Article 16 of the Law of Ukraine “On Higher Education”.
19. The University carries out international cooperation, concludes cooperation agreements, establishes direct relations with higher education institutions, scientific institutions and enterprises of foreign countries, international organizations, foundations, etc. in accordance with the law.
20. The main areas of international cooperation are:
- participation in programs of mobility of academic staff, higher education students, bilateral and multilateral interstate and interuniversity exchange of postgraduate students, doctoral students, pedagogical and research staff;
- involvement of pedagogical, research and teaching staff of foreign higher education institutions to participate in pedagogical, research and teaching and scientific work in higher education institutions of Ukraine;
- creation of joint educational and scientific programs with foreign higher education institutions, scientific institutions, organizations, provision of services related to higher and postgraduate education to foreign citizens in Ukraine;
- organization of preparation of foreign nationals for admission to higher education institutions of Ukraine and Ukrainian nationals for study abroad;
- conducting educational activities related to the education of foreign students, as well as training of scientific personnel for foreign countries;
- organization of study abroad, business trips abroad of pedagogical, scientific and pedagogical and scientific workers for pedagogical, scientific and pedagogical and scientific work in accordance with international treaties of Ukraine, as well as agreements between the University and foreign partners;
- conducting joint scientific research, organizing international conferences, symposia and congresses; participation in international educational and scientific programs, joint publishing activities;
- other areas and forms not prohibited by law.
Scientific, research and innovation activities of the university
1. Scientific, scientific, technical and innovative activity is an integral part of the educational activity of the University and is carried out in accordance with the requirements of the Laws of Ukraine “On Education”, “On Higher Education”, “On Scientific and Scientific-Technical Activity”, “On Priority Areas of Development of Science and Technology”, “On Innovative Activity”, as well as other regulatory legal acts. Carrying out scientific and scientific and technical activities by the University is mandatory.
2. The main purpose of scientific, scientific, technical and innovative activity is to obtain new scientific knowledge through research and development and their direction to the creation and implementation of new competitive technologies, types of equipment, materials, etc. to ensure the innovative development of society, training of innovative specialists in the fields of automation and instrumentation, information technology, electronics and telecommunications, transport technologies and economics.
3. The main tasks of scientific, scientific, technical and innovative activities of the University are: obtaining competitive scientific and scientific-applied results; application of new scientific, scientific and technical knowledge in the training of specialists with higher education; formation of modern scientific personnel capable of ensuring the development and implementation of scientific (scientific and technical) products.
4. Scientific, scientific, technical and innovative activities of the University are carried out with the aim of developing and implementing priority scientific programs, conducting research, experimental development, etc. on the basis of a combination of human, financial, technical and organizational resources in accordance with the law.
5. The main directions of scientific, scientific, technical and innovative activity of the University are:
participation in the development and implementation of state projects, programs of technical, intellectual, legal, economic and social development;
Participation in the creation of scientific and educational, research associations, innovative structures, technology parks and other organizational forms of cooperation;
conducting basic and applied scientific research in priority areas of scientific research at the expense of the state budget and other sources of funding, as well as own revenues, in particular in the areas of software engineering, cybersecurity, electronic communications network technologies, radio technologies and wireless and satellite communications, digital television, cloud technologies, development of broadband Internet access, technical regulation, standardization, metrology and information and measurement
solving scientific and technical problems of information and communication technologies development on the innovative basis of Ukraine's development;
implementation of created innovative products in production and other sectors of the economy, etc;
marketing, information, patent and license support of scientific activities, ensuring the acquisition, protection and enforcement of intellectual property rights to the results of scientific and scientific and technical activities;
organization of scientific and methodological, scientific and technical, scientific and practical conferences and seminars, symposia, editorial and publishing activities of the University for the publication of monographs, scientific journals and collections of scientific papers, materials of conferences, seminars, etc;
development of international cooperation and participation of the University staff in international scientific programs and projects in order to jointly solve scientific problems and promote the resulting scientific and technical products on the world market;
support for research by young scientists and gifted students by involving them in research projects, organizing and participating in scientific conferences, research competitions, startup projects, competitions, and even international ones.
6. Scientific, scientific, technical and innovative activities may be carried out by the University, in particular through legal entities established by it, the subject of which is to bring the results of scientific and scientific and technical activities of the University to the state of an innovative product and its further commercialization and/or on the basis of cooperation and collaboration agreements, other forms of integration of business entities.
7. Research and teaching staff, scientific and pedagogical workers, other employees of the higher education institution, persons studying at the University, as well as employees of other organizations, business entities and specialists from various sectors of the economy may be involved in the implementation of scientific and scientific and technical works at the University.
8. Acquisition, protection and defense of the rights of the University and participants of the educational process regarding the results of scientific, scientific and technical and other activities are provided in accordance with the law.
9. The University has the right to dispose of intellectual property rights to objects of intellectual property rights.
10. The expenses of the University incurred in connection with the provision of legal protection for intellectual property rights, property rights to which are acquired in accordance with the procedure established by law, shall be carried out at the expense of the University's own funds. Objects of intellectual property rights are subject to evaluation. As a result of the evaluation, their value is reflected in the accounting of the University in the manner prescribed by law. The University carries out measures for the implementation, including the transfer of technologies, of intellectual property rights, property rights to which they have acquired.
11. The University shall take measures to prevent academic plagiarism and maintain academic integrity in accordance with the Regulations on Academic Integrity and Ethics, other orders and regulations related to the prevention of plagiarism.
12. The University may establish a scientific society of students, postgraduates, doctoral students and young scientists (hereinafter referred to as the scientific society), which is part of the public self-government system of the University, functions in accordance with the Regulations on the Scientific Society in accordance with the requirements of Article 41 of the Law of Ukraine “On Higher Education” and Article 24 of the Law of Ukraine “On Scientific and Scientific-Technical Activities”.
