STATE UNIVERSITY OF INTELLIGENT TECHNOLOGIES AND TELECOMMUNICATIONS

On January 15, the rector of the State University of Intelligent Technologies and Communications Oleksandr Nazarenko took part in a joint meeting of the heads of law enforcement and other state bodies of the region on the state of combating criminal offenses in the field of cyber security and other criminal offenses committed with the use of modern information technologies.


The relevance of the problem is evidenced by the list of discussed issues and the positions of the speakers. The meeting was chaired by the head of the Odesa Regional Prosecutor’s Office Ihor Domushchei, with the participation of Deputy Prosecutor General Dmytro Verbytskyi, Head of the Cyber ​​Police Department of the National Police of Ukraine Yury Vyhodets, Head of the Odesa Regional Military Administration Oleg Kiper, Deputy Head of the OMA Serhiy Kropyva, the leadership of the regional Cybercrime Countering Departments of the National Police and the SBU.


Among the invitees were representatives of banking and expert institutions, institutions of higher education, heads of Internet provider companies, the IT community of Odesa and business entities that provide services related to electronic communications, as well as representatives of RIA online trading platforms. com and LLC Emarket Ukraine – “OLX”.


The participants of the meeting talked about practical interaction in the field of combating cybercrime, assistance in the prompt obtaining of evidence for pre-trial investigation in cases of fraud committed by users of online resources, and also about the prevention of such cases.


The report of the rector of DUITZ was devoted to the actual issues of training specialists in the fight against cybercrime. Oleksandr Nazarenko noted that SUITT  actively cooperates with the Cyber ​​Police Department of the region, and a new memorandum on cooperation was signed in 2023.


Today, 3rd and 4th year bachelor’s and master’s students of our university regularly undergo practice in the cyber police. Some students continue to work with the Department even after the internship. Also, our students participate in the cyber police project “Dream” – the fight against the aggressor on the information front.
“We constantly respond to the Department’s requests to involve students in solving specific tasks that arise in the Department.


In 2020, a joint conference of the Department of Cyber ​​Security and Technical Information Protection of the University was held with the Department on issues of cooperation and tasks that students and teachers can help solve, etc. The Cyber ​​Police Department is a partner and stakeholder of the university. Students of the specialty 125 “Cyber ​​security and information protection” undergo practice in the departments of the Department. During the internship, students immerse themselves in the specifics of the work of the Cyber ​​Police Department, participate in organizational, technical and search activities.


Scientific and practical conferences are held with the participation of the university and the Cyber ​​Police Department. As a result, our graduates become employees of the Cyber ​​Police Department, as well as specialized departments and departments of other law enforcement agencies,” the rector reported.


During his report, Oleksandr Nazarenko made several suggestions for expanding cooperation between SUITT and the Cyber ​​Police Department:
“We consider it expedient to hold conferences on a systematic basis (2-3 times a year). The result is an understanding of general problems, creation of working groups, operative work with information, development of solutions.”
The rector also offered to organize an internship for of the university’s teaching staff to improve the qualifications of SUITT employees, which updates the material within the educational process in the subjects of specialty 125 “Cybersecurity and information protection”. It is also advisable to obtain a list of key skills of employees in order to adapt the subjects of the educational and professional program to the requirements of the stakeholder.

“We expect from law enforcement officers clear tasks and directions that can be revealed in research, bachelor’s and master’s theses of students, within the scope of work of project groups. I would like to point out that active cooperation between educational institutions and future employers, those who protect the cyberspace of our country every day, is very much needed today. This is the key to strategic development and long-term relations. I am happy to cooperate with the Cyber ​​Police Department and am confident in the further development of the potential,” Oleksandr Nazarenko stressed.

Summarizing the results of the meeting, the head of the regional prosecutor’s office emphasized the need to immediately intensify the activities of law enforcement agencies and increase the level of professional qualifications in connection with the rapid development of information technologies in Ukraine.


During the event, the meeting participants agreed on a number of priority joint measures aimed at preventing and countering cybercrimes and offenses committed with the use of modern information technologies.
